This is the everyday argument in knitted menswear. A full zip hooded garment in heavy loopback is a sweatshirt of 6110 unless it is constructed as outerwear, and features such as a lining, a storm flap, a weatherproof finish or a drawcord hem push it towards 6101.
610190: Knitted outerwear of other fibres
The subheadings under 6101 divide on the predominant fibre by weight, so a cotton and polyester knitted jacket lands in one or the other depending on a number that is rarely on the label. Only a stated composition by weight resolves it.
Classification & cost note
Heading 6101 is the knitted counterpart to the woven outerwear heading and it is narrower in practice than it looks, because most true outerwear is woven. What lands here is the knitted jacket, and its boundary with the sweatshirt heading is the thing to get right. The tariff does not care what the garment is called, so hoodie and jacket are equally unhelpful; it cares whether the garment is constructed to be worn as protection against the weather over other clothing. A lining, a weatherproof finish, a storm flap over the zip, a drawcord hem and a fabric weight substantially above sweatshirt weight all point to 6101. A plain full zip hoodie in ordinary loopback does not. Rates differ, so the question is worth settling with the mill's specification before the season ships.

Is a zip up hoodie an anorak?
Usually not. A plain full zip hooded garment in ordinary sweatshirt fabric is a sweatshirt of heading 6110. It reaches heading 6101 only when constructed as weather protection, with features such as a lining, a weatherproof finish or a storm flap.
Why is knitted outerwear a separate heading from woven?
Because the apparel chapters split on construction before anything else. Knitted outerwear sits in Chapter 61 and woven outerwear in Chapter 62, at different rates in most markets.
How is the fibre decided on a blended jacket?
By which fibre predominates by weight, a figure rarely printed on a garment label. A stated composition by weight from the supplier is the only reliable input.
Does fur trim on a hood cause a problem?
It can. Real fur from a listed species brings CITES obligations, several markets ban specific species outright, and labelling rules require fur content to be declared. A jacket compliant everywhere else can be stopped on the trim alone, and faux fur raises none of it.
