910211: Steel cased quartz analogue watches
The case metal is asked first and decides the heading before anything about the movement is considered. The same quartz analogue movement in a steel case is 9102.11 and in a gold case is 9101.11, so two watches that are identical to wear are two headings apart.
910121: Precious metal cased automatic watches
Mechanical display is not a mechanical movement, and this is the most common error on the whole subheading. This line is a battery watch whose display happens to be hands. A hand wound or automatic watch, which is what the trade means by mechanical, is not electrically operated at all and goes to 9101.21 or 9101.29.
Classification & cost note
This is the subheading whose own name misleads more readers than any other in the chapter, and the word doing the damage is mechanical. Heading 9101 asks three questions in order: what the case is made of, whether the watch is electrically operated, and how it displays the time. With mechanical display only describes the DISPLAY, meaning hands on a dial as opposed to a digital opto-electronic readout or a combination of the two. A watch in this subheading is therefore a battery or quartz watch in a precious metal case, and a hand wound or automatic watch, which is what a collector means by a mechanical watch, is not here at all. Two further things belong on a watch entry. Straps, bands and bracelets presented with a watch are treated separately in several national tariffs, so an invoice that values them separately is easier to enter than one that does not. And a case described as gold has to be right about solid, clad and plated, because a plated case leaves heading 9101 for 9102 entirely, and the trade uses the three words loosely in a way the tariff does not.
