A general-purpose computer used for gaming is an automatic data-processing machine of heading 8471 regardless of how it is marketed. Subheading 9504.50 is for dedicated gaming hardware that is not a general-purpose computer, which is why a handheld running a full desktop operating system is a genuinely contested case rather than an obvious console.

The coin, token or card mechanism is the dividing line inside heading 9504. An amusement machine that takes payment to play is 9504.30 even where the game hardware inside it is a standard console.
Classification & cost note
Two things are worth knowing before filing this one. The first is the code itself: 9504.10 was the console subheading until it was deleted in the HS 2007 revision, and it still turns up in supplier paperwork and older tariff databases decades later, so a quoted 9504.10 is a signal that the reference being used is out of date. The current code is 9504.50. The second is that the zero MFN rate consoles enjoy in the major markets does not automatically extend to what ships alongside them: a controller, headset or charging dock imported separately is classified on its own merits and can attract duty the console itself would not.
