Classification & cost note
Headgear has its own chapter, which importers of clothing consistently forget, and the practical consequence is that hats and caps travelling inside an apparel order end up declared on the garment code of whatever they shipped with. They are separate articles and take separate lines. Within Chapter 65 the divide is construction rather than appearance: made up from fabric or knitted in one piece brings a hat here, while plaiting or assembling from strips takes it to the preceding heading, and two hats that look identical on a shelf can therefore sit in different headings. Safety helmets leave the chapter's textile logic altogether and are treated as protective equipment, which also brings conformity requirements that ordinary headwear does not carry. Where a cap has an embroidered or printed licence, any royalty paid for that licence may need to be added to the customs value.
