Clad is a third state between solid and plated: a layer of precious metal mechanically bonded to a base metal core, sold as rolled gold or gold filled, and it has a subheading of its own. Merely plating base metal, however thick the plate, does not reach heading 7113 at all and lands in imitation jewellery instead.

711590: Other articles of precious metal
Heading 7113 wants jewellery, meaning small objects of personal adornment. A gold object that is not worn, a presentation piece or an industrial article, goes to the residual articles line even though the metal is identical.

Classification & cost note

The subheading turns on the metal the article is made of, not on what it is worth and not on how it looks. Silver takes its own line, every other precious metal comes here, and base metal that has merely been plated is not in heading 7113 at all: it is imitation jewellery, whatever the thickness of the plate. Clad, meaning a precious metal layer mechanically bonded to a base metal core and sold as rolled gold or gold filled, is the third state and has a line of its own. Three things hold consignments in this trade more often than the code does. Hallmarking and assay rules in the destination are a domestic marketing requirement rather than a customs one, but they are enforced against goods that have already landed, so a piece that cannot be legally described as gold in the destination is an expensive mistake made at the factory. (A) Headings 7113, 7114 and 7115 do not cover articles in which precious metal or metal clad with precious metal is present as minor constituents only, such as minor fittings or minor ornamentation (for example, monograms, ferrules and rims), and paragraph (b) of the foregoing note does not apply to such articles.

(B) Heading 7116 does not cover articles containing precious metal or metal clad with precious metal (other than as minor constituents).

For the purposes of heading 7113, the expression 'articles of jewellery' means:

a. any small objects of personal adornment (for example, rings, bracelets, necklaces, brooches, earrings, watch-chains, fobs, pendants, tiepins, cuff-links, dress-studs, religious or other medals and insignia); and

b. articles of personal use of a kind normally carried in the pocket, in the handbag or on the person (for example cigar or cigarette cases, snuff boxes, cachou or pill boxes, powder boxes, chain purses or prayer beads).

These articles may be combined or set, for example, with natural or cultured pearls, precious or semiprecious stones, synthetic or reconstructed precious or semi-precious stones, tortoise shell, mother-of-pearl, ivory, natural or reconstituted amber, jet or coral.
