You will declare against a longer local code that begins 851762: ten digits in the United States and the United Kingdom, eight in the European Union, and the first six the same everywhere. Which trailing digits apply is what a rate can differ on, though on this subheading all 6 destinations below charge the same, 0%.

What this code covers

HS code 851762 covers routers, switches and network transmission apparatus under Chapter 85 (electrical machinery and equipment). None of the 6 destinations priced here charges any duty on this code, so the landed cost is carriage and destination tax rather than tariff. Destination tax is charged on top, on the customs value plus any duty, and runs from 0% to 23% across these markets, highest in Portugal, with none at the border in United States. All 6 rates below have been read from the tariff schedule of the market that charges them.

What that costs: 851762 into United Kingdom

An illustrative consignment of 851762 invoiced at GBP 2,000.00, priced in GBP because a threshold is set in the destination's currency and nothing here is converted.

Goods value on the invoice GBP 2,000.00
International freight GBP 120.00
Cargo insurance GBP 30.00
Value the duty is charged on, CIF basis GBP 2,150.00
Duty at 0% GBP 0.00
United Kingdom tax at 20%, charged on the value plus the duty GBP 430.00
Total, before commercial charges GBP 2,580.00

And if the consignment were small

United Kingdom relieves customs duty on consignments at or under GBP 135. The 851762 shipment above is over that, so its duty is charged in full. The same code invoiced at exactly GBP 135 with no freight would be charged GBP 0.00 of duty and GBP 27.00 of tax, a total of GBP 162.00. The rate on the 851762 row has not changed; only the charge is relieved. The tax is not simply absent at that value: United Kingdom collects it on the sale instead of at the border, so an overseas seller or marketplace above the registration threshold charges it at checkout. What the relief removes is the charge on arrival, not the tax.

Selling rather than buying? GBP 2,580.00 is what your buyer in United Kingdom pays to take delivery of this consignment, yours to pay if you quote DDP and theirs if you quote DAP: Exporting to United Kingdom sets out who collects it and what your invoice has to say.

An illustration, not a quotation: broker fees, handling and any trade remedy on the origin sit outside it. Price 851762 on your own numbers in the duty calculator.

Re-check first: Free into the United States on the single line recorded here. The subheading is defined by function, the reception, conversion, transmission or regeneration of voice, images or data, so a device that merely powers or houses such apparatus is not covered.

What falls under 851762

  • Machines for the reception, conversion, transmission or regeneration of voice, images or other data
  • Routers, network switches, wireless access points, modems, hubs and mobile broadband devices

What's specifically excluded

These look similar but belong under a different code:

  • 851713: Smartphones, which are telephone sets rather than network apparatus
  • 851714: Other telephones for cellular networks
  • 851770: Parts of apparatus of heading 8517

Commonly confused with

847150: Servers and processing units
A network appliance built on ordinary server hardware is classified by its function rather than its components. Where the machine is dedicated to routing, switching or firewalling it is apparatus of 8517.62, not a general purpose ADP machine of 8471.

851770: Network hardware parts
A complete router is apparatus, while a line card, a transceiver module or a replacement antenna is a part of 8517.70. Spares and modular equipment consignments regularly mix the two on a single declaration.

Classification & cost note

Subheading 8517.62 is one of the broadest lines in the tariff and it absorbs most of what people call networking equipment, which is convenient but hides a real question. The dividing line against Chapter 84 is function rather than construction: a machine dedicated to moving data across a network is apparatus of heading 8517 even when the box is a standard server, and a general purpose computer that happens to be running networking software is not. Two further points matter commercially. Networking hardware is covered by the Information Technology Agreement in participating markets, so duty is often not the binding constraint, and radio equipment inside the box brings type approval obligations that vary by market and are enforced separately from the customs entry. Encryption capability can also trigger export control obligations in the country of shipment, which is a question nobody asks the customs broker.

Typical products: Home and enterprise routers · Managed and unmanaged network switches · Wireless access points and mesh nodes · Cable and fibre modems, and mobile broadband dongles

What the notes to section XVI say

Chapter 85 sits in section XVI, machinery and mechanical appliances; electrical equipment; parts thereof, sound recorders and reproducers, television image and sound recorders and reproducers, and parts and accessories of such articles, where a section note governs every chapter in the section and applies before the heading notes below; the 6 reaching chapter 85 are quoted whole on the chapter 85 page, read from https://www.trade-tariff.service.gov.uk/api/v2/sections/16 on 2026-09-08, and this is the one that names heading 8517 by number.

Note 2 to section XVI

However, parts which are equally suitable for use principally with the goods of heading 8517 and 8525 to 8528 are to be classified in heading 8517, and parts which are suitable for use solely or principally with the goods of heading 8524 are to be classified in heading 8529;

What the nomenclature says about heading 8517

851762 is a subheading of 8517, telephone sets, including smartphones and other telephones for cellular networks or for other wireless networks; other apparatus for the transmission or reception of voice, images or other data, including apparatus for communication in a wired or wireless network (such as a local or wide area network), other than transmission or reception apparatus of heading 8443 , 8525 , 8527 or 8528 , and this site holds 3 other codes under the same heading, which every rule below governs equally.

One numbered note to chapter 85 takes heading 8517 as its own subject, and it is quoted below in full, as published.

Note 5 to chapter 85

For the purposes of heading 8517, the term "smartphones” means telephones for cellular networks, equipped with a mobile operating system designed to perform the functions of an automatic data processing machine such as downloading and running multiple applications simultaneously, including third-party applications, and whether or not integrating other features such as digital cameras and navigational aid systems.

Read from the notes to chapter 85 published in the UK Trade Tariff by HM Revenue and Customs, at https://www.trade-tariff.service.gov.uk/api/v2/chapters/85, with the heading title from https://www.trade-tariff.service.gov.uk/api/v2/headings/8517, on 2026-09-07, with the whole layer and the reason a heading note is a chapter note set out on the chapter 85 page. These notes are part of the international text of the Harmonized System, so the rule is the same whichever destination a shipment is going to, and it decides classification and never a rate.

Questions about 851762

Is a network appliance classified as a server?

No, where the machine is dedicated to a networking function. Function decides it, so a firewall or routing appliance is apparatus of 8517.62 even when the hardware inside is an ordinary server.

Does networking equipment attract import duty?

Most participating markets apply no MFN duty under the Information Technology Agreement. The table on this page shows what the markets this site prices actually charge, and import taxes are assessed separately from duty in every case.
