Overview
Portugal is an EU member state and applies the EU Common Customs Tariff for all goods imported from outside the EU. Within the EU Single Market, there are no customs duties on intra-EU movements.
All non-EU imports above €150 are subject to EU common external tariff plus IVA at 23% standard rate. Reduced IVA rates of 13% and 6% apply to food, books, and medicine.
Import process
1. Goods enter EU via any EU port
2. Single Administrative Document (SAD) submitted electronically
3. EU duty + 23% IVA calculated on CIF value
4. Goods released after payment
